Voluntary Certification System "National Certification System" (Registration number in the Unified Register of Voluntary Certification Systems: ROSS RU.0001.03НСС0) (hereinafter referred to as NCS) was established by the Federal Agency for Technical Regulation and Metrology (Rosstandart) in 2016 to enhance trust in voluntary conformity assessment and create advantages for conscientious manufacturers.
In 2020, Rosstandart transferred the management functions of the NCS to the Russian Institute for Standardization.
The primary objective of the NCS is the voluntary confirmation of compliance of products, design processes (including surveys), production, construction, installation, commissioning, operation, evaluation, storage, transportation, sale, and disposal, as well as works, services, management systems, and personnel with standardization documents (including international standards, regional standards and codes of practice, foreign national standards, and foreign codes of practice registered in the Federal Information Fund of Standards) or terms of contracts and agreements (including those concluded with enterprises, organizations, corporations, and foreign partners).
